On the Western Rivers, two power-driven vessels are meeting in a narrow channel. One vessel is proceeding downbound with a following current. Which vessel has the right-of-way, and what additional duty does that vessel have?
- A. The upbound vessel has the right-of-way and must initiate maneuvering signals.
- ✓ The downbound vessel has the right-of-way, shall propose the manner and place of passage, and shall initiate the maneuvering signals.Correct

Why B is correct
Inland Rule 9(a)(ii) provides that on the Western Rivers (and Great Lakes and Secretary-specified waters), a power-driven vessel proceeding downbound with a following current has the right-of-way over an upbound vessel, shall propose the manner and place of passage, and shall initiate the maneuvering signals under Rule 34(a)(i). The upbound vessel must hold as necessary.
