Why C is correct
Inland Rule 17(b) (33 CFR §83.17(b)) states that when the stand-on vessel finds herself so close that collision cannot be avoided by the give-way vessel's action alone, she shall take such action as will best aid to avoid collision. Maintaining course and speed is no longer appropriate at that stage.
