Two power-driven vessels are crossing on inland waters. Vessel A has Vessel B on her starboard side. Vessel A takes a large alteration to starboard to keep clear. Vessel B, the stand-on vessel, then finds herself so close that collision cannot be avoided by the action of Vessel A alone. What action is required of Vessel B?

Why B is correct

Inland Rule 17(b) (33 CFR §83.17(b)) states that when the stand-on vessel finds herself so close that collision cannot be avoided by the action of the give-way vessel alone, she shall take such action as will best aid to avoid collision. At this stage, the obligation to maintain course and speed is superseded by the duty to act. Rule 17(d) also confirms the give-way vessel's obligation is not relieved.
