Rule 17(b) (33 CFR §83.17(b)) requires the stand-on vessel to take such action as will best aid to avoid collision when so close that the give-way vessel's action alone is insufficient. Rule 17(d) (33 CFR §83.17(d)) explicitly states this does not relieve the give-way vessel of her Rule 16 obligation to keep out of the way.
