Under Inland Rule 17, when the stand-on vessel finds herself so close that collision cannot be avoided by the action of the give-way vessel alone, she shall:

Why B is correct
33 CFR §83.17(b) requires that when the stand-on vessel is so close that collision cannot be avoided by the give-way vessel alone, she shall take such action as will best aid to avoid collision. The Rule does not prescribe a specific maneuver in this circumstance.
