Why B is correct
Under 33 CFR §83.15(a), the vessel which has the other on her starboard side is the give-way vessel. Vessel B has Vessel A on her starboard bow, so Vessel B must keep out of the way. Vessel A, having Vessel B on her port side, is the stand-on vessel.
