Why A is correct
46 CFR §25.25-15(b) requires at least 200 sq. cm on the front side and at least 200 sq. cm on the back side. The material on each side must be divided equally between the upper quadrants and attached as closely as possible to the shoulder area. A reversible device requires 200 sq. cm on each reversible side as well.
