Why A is correct

33 CFR §83.35(g) states that a vessel at anchor may in addition sound three blasts in succession — one short, one prolonged, and one short blast — to warn an approaching vessel. This optional signal is distinct from the mandatory bell signal and from the fog signals used by underway vessels.
