Why B is correct
33 CFR §83.35(c) requires a vessel engaged in fishing — regardless of whether underway or at anchor — to sound one prolonged followed by two short blasts at intervals of not more than 2 minutes, instead of the signals in §83.35(a) or (b). A vessel fishing with trawls meets the definition of a vessel engaged in fishing under 33 CFR §83.03(d) because trawls restrict maneuverability.
