Under the Inland Navigation Rules, vessels are deemed to be 'in sight of one another' only when:

  1. AEach vessel can be detected on radar by the other
  2. BOne can be observed visually from the other✓ correct
  3. CBoth vessels are within VHF radio communication range
  4. DEach vessel has the other within its navigational light visibility range

Why B is correct

33 CFR §83.03(k) states that vessels shall be deemed to be in sight of one another only when one can be observed visually from the other. Radar detection or radio contact does not satisfy this requirement.
