A towline rigged for towing astern is found to have wire clips installed at its end as a permanent termination. Under 33 CFR §164.74, this rigging is:

Why C is correct
33 CFR §164.74(a)(2)(iii) requires each towline to be free of wire clips except for temporary repair. For temporary repair, a thimble and at least five wire clips (or the manufacturer's specified number, whichever is more) are required. Wire clips are not a permitted permanent termination method.
