Under 33 CFR §164.74(a)(3)(v), if the record of a towline's material condition lapses for three months or more—and the vessel has not been laid up, out of service, or has deployed its towline—the owner, master, or operator must:
- AConduct a visual inspection and resume the record-keeping
- BRetest the towline or remove it from service✓ correct
- CObtain a new minimum breaking strength certificate from the manufacturer
- DReplace the towline with one of equal or greater breaking strength
Why B is correct
33 CFR §164.74(a)(3)(v) specifies that once the material condition record lapses for three months or more (with the stated exceptions), the owner, master, or operator shall retest the towline or remove it from service. A visual inspection alone does not satisfy this requirement.
