Why A is correct
33 CFR §83.10(c) requires that when a vessel is obliged to cross a traffic lane, it shall do so on a heading as nearly as practicable at right angles to the general direction of traffic flow. Crossing at a small angle is the requirement for joining or leaving a lane, not for crossing.
