Why A is correct
33 CFR §83.29(a)(iii) requires that when at anchor, a vessel engaged on pilotage duty exhibit the two all-round vertical lights (white over red) plus the anchor light, lights, or shape prescribed in Rule 30. Sidelights and sternlight are required only when underway per §83.29(a)(ii).
