Why A is correct
33 CFR §83.29(a)(i) specifies that a vessel engaged on pilotage duty shall exhibit at or near the masthead two all-round lights in a vertical line, the upper being white and the lower red. The order — white over red — is fixed by rule and cannot be reversed.
