Why A is correct
33 CFR §83.29(b) states that a pilot vessel when not engaged on pilotage duty shall exhibit the lights or shapes prescribed for a vessel of her length. The distinctive white-over-red all-round lights are only authorized when the vessel is actually on pilotage duty.
