A crew member joins a vessel covered by 46 CFR §185.420(b). In addition to the quarterly emergency training, emergency egress training must be conducted for that crew member:

Why A is correct
46 CFR §185.420(b)(3) requires emergency egress training at least monthly while crew members are employed on board and each time a new crew member joins the vessel. This is a more frequent requirement than the general quarterly emergency training.
