Why B is correct

33 CFR §83.35(e) requires a manned vessel being towed, or the last vessel of a tow if more than one is towed, to sound one prolonged followed by three short blasts at intervals of not more than 2 minutes. When practicable, this signal shall be made immediately after the towing vessel's signal.
