33 CFR §83.18(f)(ii) states that a WIG craft operating on the water surface shall comply with Rules 4 through 19 as a power-driven vessel. Therefore, when on the surface it occupies the same position in the Rule 18 hierarchy as any other power-driven vessel and must keep out of the way of vessels not under command, vessels restricted in their ability to maneuver, fishing vessels, and sailing vessels.
