Why A is correct
33 CFR §83.27(b)(i) requires the red-white-red vertical light display for a RAM vessel at all times. §83.27(b)(iv) additionally requires the anchor lights prescribed by Rule 30 (§83.30) when the vessel is at anchor. The underway steaming lights apply only when making way, not at anchor.
