33 CFR §83.27(b)(i) and (b)(iv) require a RAM vessel at anchor to show the red-white-red vertical light cluster AND the anchor light(s) prescribed by Rule 30 (§83.30). Sidelights and sternlight are only added when making way, not at anchor.
