Two vessels are navigating in reduced visibility. Under the Inland Navigation Rules, they are considered to be 'in sight of one another' only when:

Why B is correct
33 CFR §83.03(k) states that vessels shall be deemed to be in sight of one another only when one can be observed visually from the other. Radar contact alone does not constitute being 'in sight.'
