While overtaking another vessel on Inland Waters, the bearing between your vessel and the vessel ahead gradually shifts until she appears to be on your port bow. Under the Inland Rules, this change in bearing:

  1. A. Converts the situation into a crossing situation, making the other vessel the give-way vessel.
  2. Has no effect; your vessel remains the give-way vessel until finally past and clear.Correct
  3. C. Relieves your vessel of the duty to keep clear once the other vessel is forward of your beam.
  4. D. Requires you to immediately sound the danger signal and stop.

Why B is correct

33 CFR §83.13(d) explicitly states that any subsequent alteration of the bearing between the two vessels shall not make the overtaking vessel a crossing vessel or relieve her of the duty of keeping clear until she is finally past and clear.
