Why C is correct
33 CFR §83.10(h) states that a vessel not using a traffic separation scheme shall avoid it by as wide a margin as is practicable. Rule 10(a) also makes clear the Rule applies to traffic separation schemes generally and does not relieve any vessel of obligations under other Rules.
