Why A is correct

33 CFR §83.27(a) prescribes two all-round red lights in a vertical line for a vessel not under command. Paragraph (a)(iii) adds that when making way through the water, sidelights and a sternlight shall also be exhibited. The red-white-red combination in a vertical line is the signal for a vessel restricted in her ability to maneuver under §83.27(b).
