33 CFR §83.30(c) states that a vessel of 100 meters or more in length shall use available working or equivalent lights to illuminate her decks. Vessels under 100 m may do so but are not required to. The two all-round red lights apply to vessels aground, not merely at anchor. The single-light option of §83.30(b) applies only to vessels under 50 m.
