Why C is correct

33 CFR §83.30(c) states that a vessel of 100 meters or more in length shall use available working or equivalent lights to illuminate her decks while at anchor. Deck illumination is mandatory for vessels of that size; smaller vessels may do so but are not required to. Two all-round red lights in a vertical line are required for a vessel aground, not merely at anchor.
