Two vessels are considered to be 'in sight of one another' under the Inland Navigation Rules only when:

  1. A. Each vessel has the other on radar and can determine her course and speed
  2. One can be observed visually from the otherCorrect
  3. C. Both vessels are within VHF radio communication range
  4. D. The range between them is less than the visibility distance reported in the latest weather observation

Why B is correct

33 CFR §83.03(k) states that vessels shall be deemed to be in sight of one another only when one can be observed visually from the other. Radar contact, radio communication, or reported visibility figures do not satisfy this definition.
