USCG Exam PracticeRule 3 — General Definitions
A towing vessel and her tow are severely restricted in their ability to deviate from their course due to the nature of the tow. Under the Inland Navigation Rules, this towing vessel would be classified as:
- A. A vessel not under command, because she cannot maneuver freely
- B. A power-driven vessel with no special status, subject to standard steering and sailing rules
- ✓ A vessel restricted in her ability to maneuverCorrect
- D. A vessel engaged in fishing, because her tow restricts her maneuverability in the same manner as fishing gear
Why C is correct
33 CFR §83.03(g)(vi) expressly includes a vessel engaged in a towing operation such as severely restricts the towing vessel and her tow in their ability to deviate from their course as an example of a vessel restricted in her ability to maneuver. This is a distinct category from vessel not under command, which under §83.03(f) requires an exceptional circumstance rendering the vessel unable to maneuver as required by the Rules.
