Why C is correct

33 CFR §83.24(g)(ii) requires four all-round white lights to mark the length and breadth of an inconspicuous, partly submerged vessel or object that is 25 meters or more in breadth. The two-light requirement in §83.24(g)(i) applies only when breadth is less than 25 meters.
