Why B is correct

33 CFR §84.02(g) requires sidelights to be placed at least 1 meter lower than the forward masthead light and not so low as to be interfered with by deck lights. 33 CFR §84.03(b) further requires that on a vessel of 20 meters or more, sidelights shall not be placed in front of the forward masthead lights.
