Why A is correct
33 CFR §83.10(c) requires that when a vessel is obliged to cross a traffic lane, it shall do so on a heading as nearly as practicable at right angles to the general direction of traffic flow. The small-angle requirement applies to joining or leaving a lane from the side, not to crossing.
