Why B is correct

A power-driven vessel of 50 meters or more in length is required to exhibit a second masthead light abaft of and higher than the forward one, along with sidelights and a sternlight. The option of omitting the second masthead light applies only to vessels of less than 50 meters. 33 CFR §83.23(a).
