USCG Exam Practice · Rule 7 — Risk of Collision
Under the Inland Navigation Rules, every vessel shall use all available means appropriate to the prevailing circumstances and conditions to determine if risk of collision exists. If there is any doubt, risk of collision shall be deemed to:
- ANot exist until confirmed by radar
- BExist✓ correct
- CExist only if the bearing is steady
- DBe assessed by the stand-on vessel only
Why B is correct
33 CFR §83.07(a) states explicitly that if there is any doubt, risk of collision shall be deemed to exist. The rule places the burden of doubt resolution on the side of caution, requiring no confirmation by radar or bearing observation before treating the risk as real.
