Under the Inland Navigation Rules, if any doubt exists as to whether risk of collision is present, a vessel must treat that situation as:

  1. AA situation requiring immediate radio contact with the other vessel
  2. BOne in which risk of collision shall be deemed to exist✓ correct
  3. CA stand-on situation until the bearing changes appreciably
  4. DA restricted visibility scenario requiring reduced speed

Why B is correct

33 CFR §83.07(a) states explicitly that if there is any doubt, risk of collision shall be deemed to exist. The rule imposes no requirement to establish radio contact or to reduce speed as the specific remedy for doubt.
