Why B is correct
33 CFR §83.25(e) requires a vessel proceeding under sail when also propelled by machinery to exhibit a conical shape, apex downward, forward where it can best be seen. The exemption from this requirement applies only to vessels less than 12 meters in length; a 15-meter vessel must display it.
