33 CFR §83.18(b) states that a sailing vessel underway shall keep out of the way of a vessel not under command, a vessel restricted in her ability to maneuver, and a vessel engaged in fishing. A sailing vessel does not give way to power-driven vessels under Rule 18; rather, power-driven vessels give way to sailing vessels per §83.18(a)(iv).
