Why B is correct
33 CFR §83.25(d)(i) states that a sailing vessel under 7 meters shall, if practicable, exhibit the prescribed sidelights and sternlight, but if she does not, she shall exhibit an all-round white light or have ready at hand an electric torch or lighted lantern showing a white light exhibited in sufficient time to prevent collision. There is no blanket size exemption from all lighting requirements.
