Conduct of Vessels in Restricted Visibility

TL;DR
Applies between vessels not in sight of one another. Proceed at safe speed adapted to fog; engines ready; if a fog signal is heard forward of the beam or close-quarters cannot be avoided, reduce speed to bare steerage and if necessary take all way off.
Why it shows up on the exam
Rule 19(d) prohibits altering course to port for a vessel forward of the beam (other than overtaken) and altering toward a vessel abeam or abaft the beam.
