Why B is correct
Inland Rule 9(d) states that a vessel must not cross a narrow channel or fairway if such crossing impedes the passage of a vessel which can safely navigate only within that channel or fairway. There is no length restriction on crossing vessels; the prohibition applies to all vessels.
