Two power-driven vessels are in sight of one another on the Inland waters and are meeting within half a mile. Vessel A sounds one short blast. What does this signal mean under the Inland Rules, and what must Vessel B do if she is in agreement?

Why A is correct
33 CFR §83.34(a)(i)(1) states one short blast means 'I intend to leave you on my port side.' Per §83.34(a)(ii), upon hearing the one-blast signal, the other vessel, if in agreement, shall sound the same signal and take steps to effect a safe passing.
