Why A is correct
33 CFR §83.29(a)(iii) states that when at anchor, a vessel engaged on pilotage duty shall exhibit, in addition to the white-over-red all-round lights, the anchor light, lights, or shape prescribed in Rule 30 (§83.30) for vessels at anchor. Sidelights and a sternlight are required only when underway per §83.29(a)(ii).
