Why C is correct
33 CFR §83.33(b) states that a vessel of less than 12 meters in length is not obliged to carry the prescribed sound signaling appliances, but if she does not, she shall be provided with some other means of making an efficient sound signal. There is no complete exemption from the requirement to produce a sound signal.
