Why B is correct
Bowditch Ch. 7 §706 explains that NLT (not less than) means the observed bearing must remain at or above the stated value to keep the vessel on the safe side of the danger bearing. Allowing the bearing to fall below 045°T would place the vessel in dangerous water.
