The MMC as a Combined Credential
The MMC (Coast Guard Form CG-4610) consolidates what were previously four separate documents: the merchant mariner's document (MMD), the merchant mariner's license, the certificate of registry (COR), and the STCW endorsement. None of those legacy documents are issued separately any longer; all qualifications appear as endorsements on the single MMC. 46 CFR §10.201
An MMC authorizes the holder to serve in any capacity endorsed thereon, in any lower capacity within the same department, or in any capacity covered by a general endorsement. 46 CFR §10.201

General Application Procedures
Applications may be submitted in person, by mail, fax, or other electronic means. 46 CFR §10.209 Once the Coast Guard approves an application, that approval is valid for 12 months. 46 CFR §10.209
Applications may be submitted to any Regional Examination Center (REC) or any other location designated by the Coast Guard. The National Maritime Center is located at 100 Forbes Drive, Martinsburg, WV 25404. Coast Guard units abroad may conduct exams for ratings but are not equipped to conduct practical examinations. 46 CFR §10.217
Before any original or renewal MMC — or any new officer endorsement — will be issued, the applicant must pass:
- A criminal record review 46 CFR §10.209
- A National Driver Register (NDR) review 46 CFR §10.209
- TWIC enrollment (fingerprints, FBI number, photograph, proof of citizenship or legal resident status must be on file) 46 CFR §10.209
The Coast Guard will not issue an MMC until it has received proof that the mariner holds a valid TWIC. 46 CFR §10.209 No MMC will be issued if the applicant fails a chemical test for dangerous drugs. 46 CFR §10.209
When a new MMC is issued, the mariner must return any previously issued and unexpired MMC, license, MMD, COR, or STCW endorsement to the Coast Guard — unless the new MMC is being issued to replace a lost or stolen credential. 46 CFR §10.209

Requirements for an Original MMC
An applicant must apply as an original when the MMC sought is:
1. The first credential ever issued to that applicant; 46 CFR §10.225 2. The first credential issued after a previous credential has expired beyond the grace period and the applicant does not hold a Document of Continuity; or 46 CFR §10.225 3. The first credential issued after a previous credential was revoked. 46 CFR §10.225
A complete original application must include: a completed, signed application; proof of valid TWIC or TWIC application; all supplementary materials for the endorsements sought (officer endorsements — Part 11; rating endorsements — Part 12; tanker rating endorsements — Part 13; STCW endorsements — Parts 11, 12, and 13); the appropriate fee; evidence of passing a chemical test for dangerous drugs; documentary evidence of sea service where required; proof of passing applicable vision, hearing, medical, and/or physical exams (CG-719-K or CG-719-K/E); NDR consent; and the required oath. 46 CFR §10.225
Every person receiving an original MMC must take an oath to faithfully and honestly perform all duties required by law and obey all lawful orders of superior officers. This oath may be administered by any Coast Guard-designated individual or any person legally permitted to administer oaths in the jurisdiction where the applicant resides. If administered outside the Coast Guard, it must be verified in writing and submitted to the same REC where the application was filed. This oath remains binding for any subsequently issued MMC and endorsements unless specifically renounced in writing. 46 CFR §10.225

Requirements for Renewal
A credential may be renewed at any time during its validity and for up to 1 year after expiration. 46 CFR §10.227 However, the credential is not valid for use after its expiration date — the grace period is an administrative window for renewal processing only, not an extension of operating authority. 46 CFR §10.227
No credential will be renewed if it has been suspended without probation or revoked, or if facts that would render renewal improper have come to the attention of the Coast Guard. 46 CFR §10.227
A complete renewal application must include: a completed, signed application; proof of valid TWIC or TWIC application; the appropriate fee; any uncanceled MMD, MMC, license, STCW endorsement, COR, or Document of Continuity (a photocopy front, back, and all attachments satisfies this requirement if the credential is still valid); evidence of passing a chemical test for dangerous drugs; an unexpired medical certificate or medical certificate application (for national endorsements); and NDR consent. 46 CFR §10.227
Professional requirements for renewal — the applicant must satisfy at least one of the following: 46 CFR §10.227
- At least 1 year of sea service during the past 5 years
- Pass a comprehensive open-book exercise
- Complete an approved refresher training course
- Evidence of employment as a qualified instructor or in a position closely related to vessel operation, construction, or repair for at least 3 years during the past 5 years (deck license applicants using this option must also pass a Rules of the Road open-book exercise)
- Evidence of being a qualified instructor who taught a Coast Guard-approved or -accepted relevant course at least twice within the past 5 years
Certain endorsements have no professional requirements for renewal, including: staff officers (all types), ordinary seaman, wiper, steward's department, cadet, student observer, apprentice engineer, apprentice mate (Part 12), person in charge of medical care, medical first-aid provider, GMDSS at-sea maintainer, and GMDSS operator. 46 CFR §10.227

Re-issuance More Than 12 Months After Expiration
If a deck officer, engineer officer, or qualified rating endorsement has been expired for more than 12 months, the applicant must demonstrate continued professional knowledge by completing an approved course or by passing the complete examination for original issue of the endorsement. 46 CFR §10.227
For master or mate (pilot) of towing vessels expired more than 12 months, the applicant must complete the practical demonstration of maneuvering and handling a towing vessel. 46 CFR §10.227
When an applicant's credential expires during Armed Forces service with no reasonable opportunity for renewal, the period of military service following expiration that precluded renewal may be added to the 12-month grace period. 46 CFR §10.227

Document of Continuity
Applicants for renewal of national endorsements who are unable or unwilling to meet renewal requirements — including medical standards, drug tests, TWIC, or professional requirements — may apply for a Document of Continuity. Documents of Continuity do not expire and are issued solely to maintain eligibility for future renewal. A Document of Continuity does not authorize the holder to serve as a merchant mariner. 46 CFR §10.227
STCW endorsements may not be placed in continuity. If specific national endorsements are placed in continuity, the associated STCW endorsements are no longer valid. 46 CFR §10.227
No credential expired beyond the 12-month grace period can be converted into a Document of Continuity. 46 CFR §10.227

Common Pitfalls
Confusing the grace period with extended validity. The 12-month post-expiration window is for renewal processing only. The credential itself is not valid for use after its expiration date. A mariner who works aboard a vessel on an expired MMC — even within the 12-month window — is operating without a valid credential. 46 CFR §10.227
Assuming renewal always requires sea service. Sea service (1 year in 5) is only one of five acceptable professional requirements. An open-book exercise, refresher course, qualifying shore-side employment, or qualifying instructor service are all acceptable alternatives. 46 CFR §10.227
Thinking a Document of Continuity allows sailing. It does not. It preserves eligibility for renewal only. 46 CFR §10.227
Forgetting that STCW endorsements cannot be placed in continuity. This is a frequently tested distinction. National endorsements can go into continuity; STCW endorsements cannot, and placing associated national endorsements into continuity invalidates the linked STCW endorsements. 46 CFR §10.227
Overlooking the oath requirement for originals. Only original MMCs require the oath. The oath remains binding for all subsequently issued MMCs and added endorsements unless specifically renounced in writing. 46 CFR §10.225
Failing to return the old credential. When a new MMC is issued, the mariner must return any previously issued and unexpired MMC, license, MMD, COR, or STCW endorsement — the exception being replacement of a lost or stolen credential. 46 CFR §10.209
