Why A is correct
33 CFR §83.27(d)(iv)(1) specifies that dredge pipeline yellow lights must flash 50 to 70 times per minute, be visible all round the horizon, be visible for at least 2 miles, and be not more than 10 meters apart where the pipeline crosses a navigable channel. The height above water must be not less than 1 and not more than 3.5 meters.
