Why B is correct
33 CFR §83.10(c) requires that when a vessel is obliged to cross a traffic lane, she shall do so on a heading as nearly as practicable at right angles to the general direction of traffic flow. This minimizes the time spent in the lane and makes the vessel's intentions clear to other traffic.
