Why B is correct
Under both the International and Inland Rules, risk of collision shall be deemed to exist if the compass bearing of an approaching vessel does not appreciably change. Doubt alone is also sufficient to deem risk to exist. COLREGs Rule 7(d)(i); 33 CFR §83.07(d)(i).
