State registration vs federal documentation

Most recreational boats are registered with the state where they are used — you get a bow number, a decal, and usually a state title. A separate federal system, USCG documentation, applies to vessels of at least 5 net tons and is required for those engaged in coastwise trade or the fisheries. The two overlap: a documented vessel is not state-titled, but many states still require it to be registered.
